This section contains the prescribed forms used in submitting appeals on HTA topics. 

You may submit accomplished appeals forms or any of the documents required below  via our official email, htanominations@dost.gov.ph (for topic prioritization appeals) and hta@dost.gov.ph,  (for preliminary recommendation appeals)  during the designated timelines. 

Preliminary HTA Council Recommendation Appeals

Per the HTA Process Guide, Preliminary HTA Council Recommendations are subject to Public consultations for a period of time to allow for the general public to submit appeals. 

Appeals on the recommendation must be based on new evidence. An appeal is considered valid based on grounds of *new evidence that may impact the recommendation of the HTA Council. Price changes are not considered as a basis for an appeal. If the appeal is valid, then a re-evaluation is undertaken.

Stakeholders may submit their appeals by accomplishing and submitting the HTA Council Preliminary Recommendation Appeals Form  to HTA Philippines via email at hta@dost.gov.ph within the prescribed deadline (see specific recommendation advisory for the deadline).

Only appeals that are based on the acceptable grounds, have complete sets of requirements, and submitted on time to the correct email address will be processed.
