This section contains the prescribed forms used in submitting appeals on HTA topics.
You may submit accomplished appeals forms or any of the documents required below via our official email, htanominations@dost.gov.ph (for topic prioritization appeals) and hta@dost.gov.ph, (for preliminary recommendation appeals) during the designated timelines.
[Announcement] HTA Council Releases its Provisional HTA Topic Prioritization Liat 2024- Cycle 2 Topics for Stakeholder Consultation.
[UPDATE] Upon request of our stakeholders to extend the consultation period for the provisional HTA Topic Prioritization List 2024 – Cycle 2 Topics which was released on 12 April 2024 (Friday), the new duration of the stakeholder consultation is now from 12 April to 10 May 2024. The HTA Council released the Provisional HTA Topic Prioritization Liat 2024- Cycle 2 Topics for stakeholder consultation.
Stakeholders may submit their appeals by accomplishing and submitting the HTA Topic Prioritization Appeals Requirements to HTA Philippines via email at htanominations@dost.gov.ph within the prescribed deadline. The requirements as specified in the access link are as follows:

1 | Cover Letter | A letter addressed to the Chairperson of the HTA Council signifying an appeal to the shortlisted HTA priority topics |
2 | Topic Prioritization Appeals Form | The Topic Prioritization Appeals Form is composed of the following: Section 1: Appellant details and contact information Section 2: General information regarding the health technology Section 3: Summary of the justification for the appeal Section 4: References |
3 | Attachments | Copies of all references listed in the Topic Prioritization Appeals Form |
Only appeals that are based on the acceptable grounds, have complete sets of requirements, and submitted on time to the correct email address will be processed.

Per the HTA Process Guide, Preliminary HTA Council Recommendations are subject to Public consultations for a period of time to allow for the general public to submit appeals.
Appeals on the recommendation must be based on new evidence. An appeal is considered valid based on grounds of *new evidence that may impact the recommendation of the HTA Council. Price changes are not considered as a basis for an appeal. If the appeal is valid, then a re-evaluation is undertaken.
Stakeholders may submit their appeals by accomplishing and submitting the HTA Council Preliminary Recommendation Appeals Form to HTA Philippines via email at hta@dost.gov.ph within the prescribed deadline (see specific recommendation advisory for the deadline).
