Dr. Jacinto Blas V. Mantaring III is a professor of Clinical Epidemiology and a clinical professor of Pediatrics.  He completed his MD and Master of Science in Epidemiology (Clinical Epidemiology) degree in the University of the Philippines College of Medicine.  He completed residency training in pediatrics from the Philippine General Hospital and post – residency fellowship training in Neonatal – Perinatal Medicine from the Wayne State University, Detroit Medical Center, Hutzel hospital and Children’s Hospital of Michigan.  He is the former chairperson of the Department of Clinical Epidemiology of the UP College of Medicine and a practicing  Neonatologist and attending physician of the Philippine General Hospital. Aside from Clinical Epidemiology and Neonatology, he is also into health research ethics being the overall chair of  the University of the Philippines Research Ethics Board, the DOH Single Joint Research Ethics Board and the chair of the Philippine Health Research Ethics Network. Dr. Mantaring also served as the HTA Council Vice Chairperson from 2023-2024.
