Dr. Mario Philip R. Festin is the Founding Director of the Institute of Reproductive Health at the UP Manila NIH. He is a full Professor of the UP College of Medicine, Departments of Obstetrics and Gynecology (concurrently Vice Chair for Academic Affairs and Post-Graduate Studies) and of Clinical Epidemiology (where he was the founding chair). He was former Vice Chancellor for Research UP Manila and Executive Director, National Institutes of Health, and former Deputy Director for Health Operations, PGH. He finished his medical degree from the UP College of Medicine, and took residency and chief residency at the Department of Obstetrics and Gynecology in PGH. He finished his Master of Science in Clinical Epidemiology at the University of Pennsylvania, and his Master in Health Professions Education at the National Teacher Training Center for the Health Professions In UP Manila. He was a member of the DOH National Formulary Committee, PhilHealth Health Technology Assessment Committee, and the DOST FNRI Recommended Energy and Nutritional Indices (RENI) Committee. He served as Coordinator, Lead Specialist, and Medical Officer at the Department of Reproductive Health and Research, World Health Organization Headquarters in Geneva, Switzerland. He is a life member of the PMA, Philippine Obstetrical and Gynecological Society, and the Philippine Society of Maternal Fetal Medicine (where he was past president). He was a past member of the Philippine Board of Obstetrics and Gynecology.

He has received many awards including TOYM Award for Epidemiology and Medicine, 1998, Outstanding Young Scientist, National Academy of Science and Technology, 1998, POGS Baldomero Roxas Award for Academic Distinction, 2017, POGS Honoria Acosta Sison Awardee for Research, 2008, POGS Constantino Manahan Young Researcher Award, 1996, and Outstanding Alumnus from UP Medical Alumni Society, UP Manila Alumni Association, UP Alumni Association, and Colegio de San Juan de Letran.
