Dr. Gemiliano D. Aligui is a medical doctor with a Master of Public Health and a Ph.D. in Biology (Graduate Program in Epidemiology and Gerontology at Brown University, Providence, RI, USA) through scholarships from the German Foundation for International Development (GTZ) and the World Health Organization Tropical Disease Research (WHO-TDR) respectively. He is also a Diplomate of the Philippine Pediatric Society (PPS) and has held various posts in both government and private institutions, namely: Assistant Director of the Department of Health Research Institute for Tropical Medicine (DOH-RITM), Officer-in-Charge of the Department of Health Infectious Disease Office, Executive Director of the Department of Science and Technology Philippine Council for Health Research and Development (DOST-PCHRD), Officer-in-Charge of the DOST Food and Nutrition Research Institute (DOST-FNRI), Chair of the FNRI Institutional Ethics Committee and IRB of RITM, Head of the Research Office of the Manila Central University (MCU), Faculty and Research Coordinator of the Ateneo School of Medicine and Public Health (ASMPH), Chair of the Research Committee of The Medical City, Dean of the Graduate School University of the East Ramon Magsaysay Memorial Medical Center Inc (UERMMMCI), member of the DOH Expert Panel for Neglected Tropical Diseases, Co-Chair of the Research and Innovation Committee of the Asian Hospital, and former member of the DOH Health Technology Assessment Council Subcommittee on Traditional Medicine. 

Currently, he is the Vice President for Academic Affairs of UERM, a part-time faculty of the UERM Graduate School and the Ateneo Graduate School of Business Department of Strategic Management and Marketing, and a member of the Technical Working Group of the DOST-PCHRD Re-emerging Disease Committee. He is an Associate Member of the National Research Council of the Philippines (NRCP), a member of the American College of Epidemiology (ACE), and an elected member of the Philippine-American Academy of Science and Engineering (PAASE).
