The Secretary of Health (SOH) concurs with the final recommendation of the HTA Council on norepinephrine (as tartrate) 1mg/mL concentrate solution for IV infusion in 8mL ampule for cardiogenic or vascular shock that persists after adequate fluid volume replacement; severe hypotension; and (as first-choice vasopressor) treatment of sepsis and septic shock in adults through Department of Health (DOH) Department Circular No. 2026-0459 “Inclusion of Additional Preparations for Norepinephrine in the Philippine National Drug Formulary (PNDF)” dated 27 July 2026.

As a final recommendation, the HTA Council recommends the government financing of norepinephrine (as tartrate) 1mg/mL concentrate solution for IV infusion in 8mL ampule. However, due to the substantial budget impact of financing this drug, the DOH should strongly consider conducting price negotiations to ensure affordability and sustainable access to this treatment.
